Artisteer is an automated web design program that works not only with html static pages but with most of the popular cms software. It works with Drupal, Wordpress, Joomla and several other programs.
It is basically a great tool for any developer of any experience level, and although it isn't perfected in Drupal it works very well.
Most non techies will love it because it can give them an idea and spit out several different themes in minutes. Its great for advanced users as well as it can give them a starting point. Some very advanced themers might not want to use this software as they may feel it is overkill or just not necessary, but for the novice to mid range drupal developer it is a very powerful tool.

Good Question, I was originally going to put something up on this subject but havent got around to it. Although Artisteer is really simple to use and it can create a theme with a simple push of a button, a tutorial could show some of the tricks.
This area is also suppose to be wiki style so other members can add to it as well. But I will start adding some things soon.
